(AP) ? Strong holiday demand for toys including Barbie and Monster High dolls helped push Mattel Inc.'s fourth-quarter profit up a better-than-expected 14 percent.

The company also raised its dividend and its shares edged higher in premarket trading.

But there were a few lumps of coal in the report, as U.S. sales dipped and weakness continued at its Fisher-Price unit.

The holiday quarter is crucial for toy makers, who can make up to half of their annual sales during the period.

Mattel, which is the No. 1 U.S. toy maker, reported Tuesday that its net income rose to $370.6 million, or $1.07 per share, for the period ended Dec. 31. That's up from $325.2 million, or 89 cents per share, a year ago.

This beat the $1 per share that analysts polled by FactSet expected.

"Mattel delivered another strong year, our third consecutive year of solid performance, which I am especially pleased about given the soft global economic backdrop and the highly promotional environment, particularly in the U.S.," CEO Bryan G. Stockton said in a statement.

Mattel's quarterly revenue edged up 1 percent to $2.15 billion from $2.12 billion. But that missed Wall Street's estimate of $2.22 billion.

A 2 percent drop in U.S. sales was offset by stronger results overseas, where revenue rose 5 percent.

.Barbie sales rose 6 percent in the quarter. Sales of for Mattel's Wheels segment ? which includes the Hot Wheels, Matchbox and Tyco R/Co brands ? increased 5 percent. American Girl sales rose 4 percent. But sales for Fisher-Price fell 10 percent. The Fisher-Price unit makes pre-school toys such as Power Wheels.

For the year, Mattel reported net income of $768.5 million, or $2.18 per share, up from $684.9 million, or $1.86 per share, a year earlier.

Annual revenue increased 7 percent to $6.27 billion from $5.86 billion.

Mattel, based in El Segundo, Calif., is also raising its annual dividend by 35 percent.

The toy maker will pay a first-quarter cash dividend of 31 cents per share on March 9 to shareholders of record on Feb. 23. Its annualized dividend is expected to be $1.24 per share. The prior-year's dividend was 92 cents per share.

The company said that its $680 million acquisition of HIT Entertainment, the company behind Thomas the Tank Engine and Bob the Builder, is expected to close on Wednesday. Mattel announced the deal in October. It will be the company's biggest acquisition in a decade.

Mattel's chief rival, Hasbro Inc., reports its financial results on Monday.

Fla. highway patrol defends reopening I-75 (AP)

GAINESVILLE, Fla. ? The Florida Highway Patrol says conditions were clear when they decided to reopen the interstate highway where 10 people were killed in two deadly pileups amid heavy smoke and fog.

Lt. Patrick Riordan said Monday in a news conference that visibility quickly deteriorated after they reopened the highway early Sunday morning. The crashes started shortly after.

About midnight, the highway patrol closed Interstate 75 near Gainesville because of low visibility but reopened it about 3:30 a.m. Pileups began about 15 minutes later, with survivors describing smoke and fog so thick they couldn't see.

Riordan says troopers did their "due diligence" before a sergeant and lieutenant decided to reopen the road. He says drivers have to be alert and be prepared to make good judgments.

Oil near $99 in Asia amid Iran supply concerns (AP)

KUALA LUMPUR, Malaysia ? Oil fell to nearly $99 a barrel Monday in Asia as tensions in Iran offset fresh concerns that the eurozone may refuse to grant Greece a fresh bailout.

Benchmark crude for March delivery was down 49 cents at $99.07 a barrel at midday Kuala Lumpur time in electronic trading on the New York Mercantile Exchange. The contract fell 14 cents to finish at $99.56 on Friday.

Victor Shum, an energy analyst with Purvin & Gertz in Singapore, said crude prices were volatile after Germany's finance minister warned that the euro zone might not give Greece a fresh bailout unless it can overhaul its state and economy. Analysts fear this could reignite the region's debt crisis.

European leaders were to meet later Monday in Brussels to discuss austerity measures and a tentative deal reached Saturday between Greece and its private investors to avert a disastrous Greek default on its debt.

Shum said supply concerns also weighed on the market although Iran has postponed plans to immediately cut the flow of crude oil to Europe in retaliation for EU sanctions over its nuclear program.

Iran also threatened to close the Strait of Hormuz, a vital oil passage, and the head of its national oil company warned Sunday that EU sanctions could push oil prices up to between $120 and $150 a barrel. The market is also awaiting report from an International Atomic Energy Agency team that is currently touring Tehran, Shum said.

"Trade has been flat. The geopolitical tension in Iran and concerns over Greece's debt default are driving oil in different directions. This has helped oil to hold steady," Shum added.

In other energy trading, heating oil rose 0.5 cents to $3.063 per gallon but gasoline futures fell 2.3 cents to $2.90 per gallon. Natural gas added 6.9 cents to $2.83 per 1,000 cubic feet.

Winter Doldrums Got You Down? Here's How to Bounce Back (HealthDay)

SATURDAY, Jan. 28 (HealthDay News) -- For some people a change in the seasons can trigger a loss of energy or even clinical depression, according to an expert who describes how to cope with seasonal affective disorder.

The condition is caused by changes in ambient light, said Dr. Dan Iosifescu, director of the Mount Sinai Mood and Anxiety Disorders Program in New York City.

"A gland in our brain provides a time signal, based on the amount of ambient light, to various parts of the body. Like a metronome, the gland responds to signals from light and uses those cues to orchestrate the day/night cycle," he said in a Mt. Sinai news release. "Ambient light helps our brain determine when our bodies need to be active mentally and physically and when our bodies need to rest. That cycle is thrown off when the days get shorter and darker."

Iosifescu offered the following tips to help people overcome the winter blues:

  • Use extra lights. Turn on all the lights to help you wake up in the morning. In more severe cases of depression, a light therapy box, which simulates natural light, can be used for 30 minutes each day. Taking a walk outside on a particularly sunny day can also help.
  • Exercise. Working out can help ease depression and improve people's moods. Get a minimum of 30 minutes of vigorous exercise, at least three times each week.
  • Stick to a routine. Don't oversleep or avoid the outdoors because it's cold outside. It's important to maintain your normal sleep schedule and continue to make plans and try new activities.
  • Consider supplements. Research shows that omega-3 fatty acids can help battle depression, Iosifescu said. Other over-the-counter remedies such as St. John's wort may also have antidepressant effects.
  • Talk to your doctor. Seasonal affective disorder could be confused with a more serious case of depression. Visit your doctor if you have symptoms that are severe and persist for more than a few weeks.

Suspect shown by Mexico cops says he beat Canadian (AP)

CULIACAN, Mexico ? A man charged with brutally beating a Canadian tourist at a luxury beach hotel told reporters Saturday that he tried to hold the woman in an elevator and punched her several times in the face when she cried for help.

Police presented Jose Ramon Acosta Quintero, 28, to local and foreign journalists in the Pacific port city of Mazatlan, where the attack on Sheila Nabb of Calgary, Alberta, occurred in the early hours of Jan. 20.

He was arrested Friday and charged with attempted murder. Prosecutors have said investigators were led to Acosta by a hotel security video that showed him leaving the elevator where Nabb was attacked.

Sinaloa State Prosecutor Marco Antonio Higuera Gomez said Saturday that Acosta was drinking in local bars and had taken cocaine with a Canadian friend when they decided to go to one of the large tourist hotels where bars operate 24 hours. He said Acosta frequents those hotels and sometimes goes by the name "Ray."

Flanked by police, Acosta spoke in fluent English as he answered a few questions from foreign reporters. He said he entered the hotel from the back beach doorway and was taking an elevator up to the roof when the doors opened and Nabb got in. They talked and then he put his hand on the door, he said, to prevent her from leaving so they could keep talking.

"She got afraid when I didn't let her out and she started yelling, 'He won't let me out,'" Acosta said. "I got afraid also, because she's a North American and I'm Mexican and I wasn't supposed to be in the hotel."

He said he covered her mouth as she continued to yell for help.

"Then I hit her four or five times in the face with my fist and then I left," said Acosta, who swallowed nervously as he talked.

Nabb's husband was in their hotel room at the time of the attack and she was found lying in the elevator and bleeding heavily.

She was flown to Canada, and Canadian media have reported that she remains hospitalized with major injuries to her face and jaw.

"Yeah, I did it. I did, but it wasn't planned or anything like that," Acosta said in a soft voice. "I didn't try to abuse her, or I didn't try to kill her or anything or rob her."

Acosta said police had shown him a security camera video of him leaving the elevator, but he denied it showed him kicking Nabb. He said that possibly he was using his foot to move her hand out of the door so it would close.

Higuera has said Acosta had Nabb's blood on his shoes when he was arrested.

"I'm sorry and I hope that she recovers," Acosta said before being led away by police. "I've seen the papers. Her face was bad."

Paul says he has no intention of dropping out (AP)

GORHAM, Maine ? Ron Paul said Saturday the Republican presidential race has "a ways to go" and he doesn't intend to get out or get behind another candidate anytime soon.

The Texas congressman was campaigning Saturday in Maine, which holds caucuses beginning Feb. 4. He spoke to an overflow crowd at the University of Southern Maine and held an outdoor rally outside the famed L.L. Bean store in Freeport. He picked up the endorsement of Linda Bean, the granddaughter of the Bean company founder and a prominent Republican activist in the state.

Paul told reporters that it didn't make sense for him to campaign in Florida, which holds its primary Tuesday and awards all its 50 delegates to the winner. Polling indicates Mitt Romney is leading the field there.

"Some other campaigns have many, many millions of dollars to run a campaign," Paul said. "We maximize the delegates the way we're doing it."

Paul planned to campaign next week in other caucus states, including Nevada, which also holds its caucus on Feb. 4, and Colorado and Minnesota, which hold caucuses Feb. 7.

Paul dismissed suggestions he would back any of his GOP rivals.

"I think that's premature. We have a ways to go," Paul said, adding he was glad they were speaking favorably about some of his libertarian-leaning views.

"I'll work with anybody who wants to come in the direction of Constitutional government," Paul said.

He noted that Newt Gingrich had endorsed his views on monetary policy in a nationally televised debate this week. Paul has called for the Federal Reserve to be audited and ultimately eliminated, and wants the value of the dollar tied to gold.

Paul said he hoped the former House speaker and others would also adopt his noninterventionist foreign policy views, which are far outside the Republican Party mainstream.

"If he says `I agree with Ron Paul, we should bring the troops home from Afghanistan,' my ears would pop up," Paul said.

Senegal opposition urges more "resistance" after riots (Reuters)

DAKAR (Reuters) ? Senegal's opposition called on Saturday for more "resistance" against President Abdoulaye Wade, after a night of riots over his plans to run for a third term in elections next month.

Local media reported that one policeman was killed during the riots, in which protesters threw rocks, overturned cars and burned tyres and security forces fired tear gas, raising worries of growing instability in West Africa's most peaceful nation.

Calm had returned to the capital Dakar by morning and security boosted around the presidential palace. Truckloads of police in full riot gear patrolled the city, armed with tear gas grenade launchers, according to a Reuters witness.

"We are asking the people to remain alert and to resist Abdoulaye Wade," Abdoul Aziz Diop, the spokesman for opposition activist movement M23 told Reuters by telephone Saturday. "If Wade tries to impose himself on us ... we will resist."

He said that opposition figures and activist leaders were meeting Saturday to discuss their next steps.

The clashes came after Senegal's top legal body late on Friday night validated the candidacy of 85-year-old Wade and 13 rivals for the February 26 vote, but turned down the presidential bid of world music star Youssou N'Dour, saying he did not have the required 10,000 signatures of support.

Wade's rivals say the constitution sets an upper limit of two terms on the president. But Wade, who came to power in 2000 and was re-elected in 2007, has argued his first term pre-dated the 2001 amendment establishing the limit.

Wade appeared on state television late Friday and made an appeal for calm, promising elections would be free and fair.

"Stop these displays of petulance which will lead to nothing," he said. "The electoral campaign will be open. There will be no restrictions on freedom."

Senegal is the only country in mainland West Africa to have not had a coup since the end of the colonial era. February's poll, and a possible run-off a few weeks later, are seen as a test of social cohesion in the predominantly Muslim country.

Critics say that Wade, who spent 26 years in opposition to Socialist rule, has done nothing during his 12 years in power to alleviate poverty in a country where formal employment is scarce, and has dragged his heels on tackling official graft.

Wade points to spending on education and infrastructure projects such as roadbuilding as proof of progress toward turning Senegal into an emerging market country and a trade hub.

His candidacy has raised eyebrows abroad. The senior U.S. State Department official for Africa, William Fitzgerald, told French RFI radio that Wade's candidacy was "a bit regrettable."

Rival presidential hopeful Amsatou Sow Sidibe called on Wade to withdraw his candidacy voluntarily. "Peace and tranquility in Senegal depends on it," she told Reuters by telephone.

Local television said one policeman died from head injuries after clashes in the capital Dakar late Friday, but this could not be independently confirmed. Reuters reporters saw youths set fire to tyres and overturn cars.

One witness said a police station in the central town of Kaolack had been ransacked, while state radio said the local headquarters of Wade's liberal PDS had been burned down. Street protests were also reported in the towns of Thies and Mbour.

GOP candidates' pitch to voters: I'm your leader (AP)

WASHINGTON ? The pitch from the Republican presidential contenders to voters sounds a lot like the children's game of follow the leader.

When Mitt Romney and Newt Gingrich aren't puffing up their own leadership credentials, they're running down the leadership skills of one another and of President Barack Obama.

If anyone missed Monday's conference call from the Romney campaign about Gingrich's record as a "failed leader," not to worry. They could have tuned in to Tuesday's conference call. Or Wednesday's. Or Thursday's. Or checked out the "unreliable leader" banner splashed across a Romney news release that labeled Gingrich "unhinged."

Romney's political biography, meanwhile, is all about his leadership as a businessman, Massachusetts governor and savior of the 2002 Olympic Games in Salt Lake City.

It's hard to miss Gingrich's frequent broadsides at Romney for failing to provide consistent, visionary leadership. Or the former House speaker's pronouncements that he, by contrast, offers "exactly the kind of bold, tough leader the American people want." Or Gingrich's descriptions of all that was accomplished in his four years as speaker in the 1990s.

Former Pennsylvania Sen. Rick Santorum, trailing in the polls, keeps trying to muscle his way into the conversation by offering himself as the steady bet who can be counted on to offer more reliable conservative leadership than "erratic" Gingrich or "moderate" Romney.

In a race where all the candidates are trying to out-conservative one another, stressing leadership credentials gives the GOP rivals a way to try to distinguish themselves. In a year when Obama's own leadership skills are seen as one of his weakest qualities, it gives the Republicans one more arrow in their quiver as they argue over who would be most electable in a matchup with Obama come November.

Leadership is always a part of the equation in presidential elections. In 2008, for example, the candidates all were abuzz with claims that they offered "transformational" leadership.

"I want to transform this country," Obama said when he announced he was running.

This year, leadership is getting an extra dose of attention, perhaps because of statistics such as this: The share of Americans viewing Obama as a strong leader slipped from 77 percent at the start of his presidency to 52 percent in a Pew Research Center poll released this month. Among Republicans, only about one-fourth of those surveyed in the most recent poll said Obama was a strong leader, compared with 80 percent of Democrats.

At a campaign debate last week in Tampa, Fla., Gingrich and Romney both turned a question about electability into an answer about the L-word.

"This is going to come down a question of leadership," Romney said. Then the former Massachusetts governor recited his track record as a leader in business and government and took a dig at Gingrich for having to "resign in disgrace" when he was speaker in the 1990s.

Gingrich, answering the same question, aligned himself with the leadership record of conservative hero Ronald Reagan and offered himself as someone "prepared to be controversial when necessary" to bring about great change.

The answers offer a window into how differently the two candidates define leadership: Romney more as a manager with business school credentials, Gingrich more as a big-thinking visionary.

The leadership argument is a particularly potent campaign weapon for Romney because a number of Republicans who served in Congress with Gingrich have been happy to describe his shortcomings in running the House.

"If you were somebody trying to serve with him, you were always sort of left standing with your hands empty in terms of moving forward with an actual plan or putting a plan to paper," Rep. Mary Bono Mack, R-Calif., said of Gingrich on a Romney campaign conference call Thursday. "So for me, it's an example that he's just not an effective leader. I think Mitt has the temperament and the ability to lead."

Gingrich, who resigned after a spate of ethics problems and a poor showing for House Republicans in the 1998 elections, managed to turn even his resignation as speaker into evidence that he's a strong leader.

"I took responsibility for the fact that our results weren't as good as they should be," he said in the Tampa debate. "I think that's what a leader should do."

As for the turbulence of his tenure as speaker, Gingrich casts that, too, as evidence of his bold leadership.

"Look, I wish everybody had loved me, but I'd rather be effective representing the American people than be popular inside Washington," he said earlier in the campaign.

Stephen Wayne, a presidential scholar at Georgetown University, said the harsh judgment of Obama's presidential leadership by Republicans and even some Democrats in part is due to the high hopes that he raised during the 2008 campaign. Obama the president has been measured against the words of Obama the candidate ever since.

Now that it's campaign season again, says Wayne, "he's not competing against his own image, he's competing against a real life person that has frailties. ... In a sense, that lowers the bar for Obama."

Research suggests business directors more likely to use Apple ...

Forrester Research recently conducted a survey of close to 10,000 workers in 17 countries to determine which workers are more likely to own and use Apple products. The New York Times has published the results, which show that "business directors" -- in other words, bosses -- are the employee group most likely to own one or more Apple products and use them at work.

Here's a breakdown of the survey results.

Who uses Apple products:

  • 43 percent of people earning $150,000 or more per year -- 87 of 200 respondents
  • 27 percent of people earning $100,000 - $149,999
  • 23 percent of people earning $50,000 - $99,999
  • 19 percent of people earning $49,999 or less -- 1300 of 6800 respondents

21 percent of all 9912 respondents in Forrester's survey said they used one or more Apple devices for work.

The New York Times notes that the increasing penetration of Apple products into the workplace, often driven by people bringing in and using their personal devices, is wearing down traditional IT department hostility toward the Mac, iPhone, and iPad. However, as Ars Technica notes, the research also shows that while 50 percent of firms in "mature markets" offer Macs, only 30 percent of respondents said their companies support them, leaving many Mac users to fend for themselves at work.

Coupled with reports like Good Technology's quarterly results on device activations, it seems that the old practice of business and enterprise environments shunning Apple products is shifting quite rapidly. Forrester's claim that "Windows' dominance is at an end" is premature, however; while Microsoft's share of the enterprise pie is no longer as big as it once was, it's still claiming the majority of users in that sphere.

North America boosts Ford in 4Q

(AP) ? For Ford, there's no place like home.

North America propped up the company in the fourth quarter as the European debt crisis and flooding in Thailand hurt profits elsewhere. Ford Motor Co.'s shares took an initial hit after the company missed Wall Street's expectations, but moderated once the company promised better ? if still bumpy ? results in 2012.

Ford reported $13.62 billion in net income, but investors brushed off the result because most of that came from an accounting change. Excluding that change, earnings totaled $1.1 billion, or 20 cents a share, missing Wall Street expectations by 5 cents.

Ford's stock price fell as much as 6 percent in premarket trading. The stock price was down 3.5 percent to $12.29 in early afternoon trading.

Ford said Thai flooding and the rising cost of steel and other commodities hurt the company more than analysts had expected.

Chief Financial Officer Lewis Booth said the November floods, which affected Thai parts suppliers, cost 34,000 units of production in Thailand and in South Africa, which relies on Thai-made parts. Ford also spent $2.3 billion more on commodities in 2011 than the prior year, which was $100 million more than it had forecast.

The company lost money in Europe and Asia in the fourth quarter, and profits fell in South America. But its North American operating profit rose 33 percent to $889 million.

"The quarter was really driven by North America," Booth said.

For the full year, North American profits rose 15 percent to $6.2 billion. Ford's U.S. market share slipped slightly in the fourth quarter but was up for the year, and the company got higher prices for new vehicles like the Ford Explorer and Ford Focus.

Elsewhere, the company suffered. In Europe, Ford's second-most important region by sales, fourth-quarter operating losses more than doubled to $190 million as the region's debt crisis hurt car sales.

Ford is cutting European production by 36,000 vehicles in the first quarter. It's also trying to limit promotions, which could hurt sales to deal-hungry buyers.

Still, Ford CEO Alan Mulally said the company feels good about its prospects in Europe this year. Ten new or revamped vehicles are coming to that market.

Europe is the wild card that could prevent Ford from reaching its financial goals in 2012, said Bill Selesky, an auto analyst with Argus Research. He said Ford's investors calmed down after the company said it expects operating margins to increase this year. Ford's operating margin fell to 2.2 percent in 2011 because of higher commodity costs.

In Asia, Ford's sales fell 7 percent in the fourth quarter, largely because of the slowing pace of Chinese sales. Ford's Asia Pacific region lost $83 million in the fourth quarter and $92 million for the full year after posting profits in 2010.

Booth said things will be bumpy in Asia for the next several years as Ford embarks on a major expansion that includes the construction of seven plants. The company aims to triple the cars in its Chinese lineup to 15 in the next three years.

Booth said the South American market is also getting more competitive, and Ford's products there are older than some other brands. He expects that to turn around in 2013, when the company introduces more new products there. But in the meantime, fourth-quarter profits fell by more than half to $108 million.

For the full year, the Dearborn-based company made $20.2 billion, or $4.94 per share. Without the accounting gain, it earned $8.76 billion, or $1.51 per share, its highest operating profit since 1999. Full year revenue rose 13 percent to $136.3 billion.

Analysts had forecast full-year earnings of $1.86 per share on revenue of $127.31 billion.

Based on its full-year North American results, Ford said it will make profit-sharing payments of around $6,200 each to its 41,600 U.S. hourly employees. Employees will get their checks in March.

Ford moved $15.7 billion worth of tax credits and other assets off its books starting in 2006 because it wasn't making money so it couldn't take advantage of them. The company moved most of them back onto its books in the fourth quarter because it anticipates using them now that it's profitable.

The change will affect Ford's tax rates going forward. Ford's tax rate was 9 percent in 2010 because of the assets that were being held under the valuation allowance. Ford's new rate will be closer to 30 percent.

Booth called the change a "significant milestone" and said it's a strong indication that the company expects to remain profitable. Another is Ford's decision last month to reinstate a 5-cent quarterly dividend starting in March.

Compassion Without Passion

Dear Lonely,
I'm sorry you are in such a terrible situation. Finding yourself the caretaker for a brain-damaged spouse is one of the toughest things that can befall a married person. Please read this story from the Washington Post, written by my friend Susan Baer about a situation similar to yours. Robert Melton was a talented reporter and editor at the Washington Post (and a colleague of my husband?s) when in 2003, at age 46, he had a heart attack that caused a severe, permanent brain injury from oxygen deprivation. His wife, Page, was in her 30s and was left with two small daughters and a husband who was like a child. Eventually she placed Robert in assisted living. She and the girls visited frequently, and Page thought this was her life. But a few years later at a reunion, she reconnected with a former classmate, and eventually they fell in love. She divorced Robert and remarried. But there?s a stunning and moving twist. Robert?s family was at the wedding to support Page, and when her new husband, Allan, spoke his vows he said that he would always help care for Robert. Robert moved across the country with them, where he is in another assisted living facility. The two men have breakfast weekly, and Robert is often at the house visiting his daughters.

Summary Box: Chevron 4Q profit down 3 pct. (AP)

STRUGGLING REFINERIES: Rising crude prices cut into fourth-quarter profits at Chevron Corp.'s refineries, which must buy crude to make gasoline and other fuels.

WEAKER PRODUCTION: The San Ramon, Calif., company also had a tougher time pumping more oil, with production declines across its global operation. One of the biggest concerns for the company is its operation in Brazil, where an offshore oil leak put Chevron in the crosshairs of the Brazilian government. Regulators there forced Chevron to shut down one of its offshore production wells in December, and prosecutors are seeking $10.6 billion in damages.

BOTTOM LINE: Chevron reported a 3 percent drop in fourth-quarter profits. Net income was $5.12 billion, or $2.58 per share, compared with $5.3 billion, or $2.64 per share, in the same part of 2010. Revenue increased 11.9 percent to $60 billion.

State of the Union: What can Obama do about college tuition?

President Obama hit hard on college tuition costs in his State of the Union speech, calling on Congress to extend the tuition tax credit and to stop student loan interest from doubling in July.

President Obama hit hard on issues of college affordability in his State of the Union address Tuesday night, and continued to emphasize the importance of excellent teaching in K-12 education.

He called on states to raise the compulsory age of education to 18; called on Congress to extend the tuition tax credit, to stop the interest on student loans from doubling in July, and to pass the DREAM Act; and issued a threat to higher education institutions who fail to keep costs in check and keep tuition down.

?Let me put colleges and universities on notice: If you can?t stop tuition from going up, the funding you get from taxpayers will go down,? Obama said. ?Higher education can?t be a luxury ? it is an economic imperative that every family in America should be able to afford.?

It was unclear, however, from Obama?s speech ? and in the blueprint that his administration sent out afterward ? exactly how he plans to carry out this threat.

?Unlike K-12 where lots of money pours into programs, there?s much less [Federal] money pouring into higher-education programs,? says Rita Kirshstein, director of the Delta Project on Postsecondary Education Costs, Productivity, and Accountability. Most of the money that does go to schools is in the form of research funds, she says, along with Pell Grants and subsidized loans for students.

While Ms. Kirshstein says withholding student grant and loan money could be disastrous for some students, she believes withholding research dollars might cause faculty to put pressure on administrators to look hard at their costs. Kirshstein?hopes the plan would be placed in a broader context, looking at how much various states have cut back their higher-ed funding, for instance.

?The devil is in the details if it?s going to be done effectively,? she says.

As for Obama?s other proposals, Kirshstein says she was glad to see him sound the dual themes of states making higher ed a higher priority in their budgets, and colleges and universities doing more with less.

These aren?t new themes for the administration, which has worked to improve student aid by increasing the maximum Pell Grant size last year and moving to a system of direct government loans, and which hosted a summit on higher education productivity and cost in December. But the ideas seem to be getting increased attention now.

?Those of us in higher education are always happy when higher ed issues are recognized because so much of the attention typically goes to K-12,? says Kirshstein. Obama, she believes, ?is indeed serious about this issue.?

Not that he neglected K-12 topics in his speech.

Some themes that he has hit before, like calling on Congress to reauthorize the Elementary and Secondary Education Act (sometimes better known in its current incarnation as No Child Left Behind), were notably absent ? perhaps a reflection of the impossibility of getting such a bill passed in an election year.

But in his speech Obama continued to preach the importance of teaching and accountability. His education agenda so far has defied typical partisan lines: Some of its most frequent critics are loyal Democrats, including the teachers? unions, while some Republicans have praised it.

Kelly Rowland Brags About Relationships With Beyonce, Blue Ivy Carter

Kelly Rowland has been spending time with her BFF Beyonce and the most awesomest baby in the world (Blue Ivy Carter) and is making sure we know about it.

In a recent interview, Bey's former Destiny's Child collaborator gushed about just how beautiful Beyonce and Jay-Z's newborn is, as well as how perfect they are.

Gushed may be an understatement, actually.

Kelly Rowland Live Pic

"She is just…. more precious than a diamond. She is so stunning. So beautiful. I'm so happy for my sister and her husband. She's beautiful," said Kel of Blue.

They're not actually sisters, but we get the point. Kelly was asked if she's been visiting the baby often. She saod: "Absolutely! You have to be a good aunt!"

Again, not technically Blue's aunt. But point taken.

Kelly went on to say that basically, Jay and Bey are the best parents of ALL TIME (where's Kanye when you need him) and that Blue Ivy is the Messiah.

"She's in mommy-vile and her husband is in daddy-vile, and the baby is SO beautiful! Beyonce is an incredible mother. I'm so proud of her, so proud."

We have no doubt she's sincere, but one gets the sense she's trying to prove something as well. We get it, Kel. Bey rules. And you're friends. But ease up.

Zynga?s Stock Rating Gets A Boost, And So Does Its Traffic

Screen Shot 2012-01-25 at 4.27.49 PMWall Street has had trouble knowing what to make of Zynga, considering it's the first Facebook-oriented virtual goods business to be publicly traded. The stock has been seesawing below its $10 initial share price since the company went public in the middle of December. Main concerns have been its heavy reliance on Facebook for traffic, and on a small number of paying users for most of its revenue, as well as its relatively flat traffic. But now, it's getting some more positive signs. First, five banks who underwrote its IPO?provided their initial coverage today. They?haven't been able to say anything up until this point due to the company's now-lifted quiet period. But two less conflicted analysts are also positive. And, traffic is going up.

The Bachelor Promo: Courtney Robertson Nude Alert!

Blame it on editing if you like, but in just four episodes, Courtney Robertson has already cemented her place as one of the great villains in the history of The Bachelor.

She's just getting started, too.

Next week features the already-infamous scene in which Courtney takes things to new depths in her quest to claim Ben's heart (and other body parts) for her own.

Even Ellen told him he's being played, but when a model strips down and goes skinny dipping in the ocean with you, rational thoughts may be on the back burner.

Can she be stopped before it's too late?

Watch Ben Fljanik and Courtney Robertson's nude moment in the promo for Monday's episode of The Bachelor (after this week's DRAMATIC rose ceremony) below:

Pelosi hints, then denies she has Gingrich secrets

WASHINGTON (AP) ? Does House Democratic Leader Nancy Pelosi know some dark secrets about GOP presidential hopeful Newt Gingrich?

Twice, she offered tantalizing hints that she does. And then said she doesn't.

Gingrich said Wednesday that the House Democratic leader should come out with it or shut up.

The latest back-and-forth in the contest of two former House speakers came in a CNN interview Tuesday night, when host John King suggested to Pelosi that she "could come back here next January or next February with a President Gingrich?"

"Let me just say this. That will never happen," Pelosi said.

When King asked, "Why are you so sure?" Pelosi responded: "There's something I know. The Republicans, if they choose to nominate him, that's their prerogative. I don't even think that's going to happen."

On Wednesday, Pelosi spokesman Drew Hammill said: "The 'something' leader Pelosi knows is that Newt Gingrich will not be president of the United States. She made that clear last night."

Hammill's statement, however, acknowledged that this wasn't the first time that Pelosi hinted that she knows something about Gingrich that she hasn't revealed.

In December, Pelosi reminded an interviewer that she served on the ethics panel that investigated Gingrich's use of tax-exempt organizations. That case ended with a reprimand by the House and a $300,000 penalty against the then-speaker for misleading the committee and prolonging its investigation.

Pelosi said last month: "One of these days we'll have a conversation about Newt Gingrich. I know a lot about him. I served on the investigative committee that investigated him, four of us locked in a room in an undisclosed location for a year. A thousand pages of his stuff."

Hammill repeated the explanation provided after those comments.

"Leader Pelosi previously made a reference to the extensive amount of information that is in the public record, including the comprehensive committee report with which the public may not be fully aware," the spokesman said.

Gingrich said Wednesday that Pelosi should come out with her information or stop talking.

"Look, I think if she knows something she ought to say it. If she doesn't know something she ought to quit saying it. But this is baloney. I don't think any Republican is going to be threatened by Nancy Pelosi. Frankly, I'd rather have her threaten me than endorse me. So I feel pretty good about it. If she has something, bring it out," he said.

Mitt Romney, Gingrich's chief rival for the GOP presidential nomination, has asked that all records from Gingrich's ethics investigation be released. In January 1997, when the case ended, the committee did make public its final report as well as exhibits ? which amounted to a comprehensive account of the committee's findings.

The chairman of the ethics committee during the Gingrich investigation, former Republican Rep. Nancy Johnson, said the committee traditionally does not publicly release investigative documents.

Research involving scientists at The University of Nottingham has taken us a step closer to breeding hardier crops that can better adapt to different environmental conditions and fight off attack from parasites.

In a paper published in the Proceedings of the National Academy of Sciences of the United States of America (PNAS), the researchers have shown that they can alter root growth in the plant Arabidopsis thaliana, or thale cress, by controlling an important regulatory protein.

Dr Ive De Smet, a Biotechnology and Biological Sciences Research Council (BBSRC) David Phillips Fellow in the University's Division of Plant and Crop Science, said: "The world's population is increasing, and a new green revolution is even more pressing to deliver global food security. To achieve this, optimising the root system of plants is essential and these recent results will contribute significantly to our goal of improving crop growth and yield under varying environmental conditions."

The work was carried out by an international team of researchers. Led by scientists from the Plant Systems Biology Department in the life sciences research institute VIB in Flanders, Belgium, and Ghent University, the study also involved experts from Wake Forest University in the US and the Albrecht-von-Haller Institute for Plant Sciences in Germany.

Plant root biology is essential for healthy plant growth and, while the so-called hidden half of the plant has often been overlooked, its importance is becoming increasingly recognised by scientists.

Despite this, particularly in view of the critical role plants play in global food security, improving plant growth by modulating the biological architecture of root systems is an area which is largely unexplored.

In this latest research, the scientists modulated levels of the protein, transcription factor WRKY23, in plants, analysed the effects on root development and used chemical profiling to demonstrate that this key factor controls the biosynthesis of important metabolites called flavonols.

Altered levels of flavonols affected the distribution of auxin, a plant hormone controlling many aspects of development, which resulted in impaired root growth.

The results of the research can now be used to produce new plant lines, such as crops which are economically valuable, which have an improved root system, making them better able to resist environmental changes which could lead to plant damage or poor yield.

In addition, WRKY23 was previously found to play a role in the way plants interact with types of nematode parasites, which could lead to further research into how to prevent attacks from the creatures during the early stages of plant growth.

Restored wetlands rarely equal condition of original wetlands

ScienceDaily (Jan. 24, 2012) ? Wetland restoration is a billion-dollar-a-year industry in the United States that aims to create ecosystems similar to those that disappeared over the past century. But a new analysis of restoration projects shows that restored wetlands seldom reach the quality of a natural wetland.

"Once you degrade a wetland, it doesn't recover its normal assemblage of plants or its rich stores of organic soil carbon, which both affect natural cycles of water and nutrients, for many years," said David Moreno-Mateos, a University of California, Berkeley, postdoctoral fellow. "Even after 100 years, the restored wetland is still different from what was there before, and it may never recover."

Moreno-Mateos's analysis calls into question a common mitigation strategy exploited by land developers: create a new wetland to replace a wetland that will be destroyed and the land put to other uses. At a time of accelerated climate change caused by increased carbon entering the atmosphere, carbon storage in wetlands is increasingly important, he said.

"Wetlands accumulate a lot of carbon, so when you dry up a wetland for agricultural use or to build houses, you are just pouring this carbon into the atmosphere," he said. "If we keep degrading or destroying wetlands, for example through the use of mitigation banks, it is going to take centuries to recover the carbon we are losing."

The study showed that wetlands tend to recover most slowly if they are in cold regions, if they are small -- less than 100 contiguous hectares, or 250 acres, in area -- or if they are disconnected from the ebb and flood of tides or river flows.

"These context dependencies aren't necessarily surprising, but this paper quantifies them in ways that could guide decisions about restoration, or about whether to damage wetlands in the first place," said coauthor Mary Power, UC Berkeley professor of integrative biology.

Moreno-Mateos, Power and their colleagues will publish their analysis in the Jan. 24 issue of PLoS (Public Library of Science) Biology.

Wetlands provide many societal benefits, Moreno-Mateos noted, such as biodiversity conservation, fish production, water purification, erosion control and carbon storage.

He found, however, that restored wetlands contained about 23 percent less carbon than untouched wetlands, while the variety of native plants was 26 percent lower, on average, after 50 to 100 years of restoration. While restored wetlands may look superficially similar -- and the animal and insect populations may be similar, too -- the plants take much longer to return to normal and establish the carbon resources in the soil that make for a healthy ecosystem.

Moreno-Mateos noted that numerous studies have shown that specific wetlands recover slowly, but his meta-analysis "might be a proof that this is happening in most wetlands."

"To prevent this, preserve the wetland, don't degrade the wetland," he said.

Moreno-Mateos, who obtained his Ph.D. while studying wetland restoration in Spain, conducted a meta-analysis of 124 wetland studies monitoring work at 621 wetlands around the world and comparing them with natural wetlands. Nearly 80 percent were in the United States and some were restored more than 100 years ago, reflecting of a long-standing American interest in restoration and a common belief that it's possible to essentially recreate destroyed wetlands. Half of all wetlands in North America, Europe, China and Australia were lost during the 20th century, he said. S

Though Moreno-Mateos found that, on average, restored wetlands are 25 percent less productive than natural wetlands, there was much variation. For example, wetlands in boreal and cold temperate forests tend to recover more slowly than do warm wetlands. One review of wetland restoration projects in New York state, for example, found that "after 55 years, barely 50 percent of the organic matter had accumulated on average in all these wetlands" compared to what was there before, he said.

"Current thinking holds that many ecosystems just reach an alternative state that is different, and you never will recover the original," he said.

In future studies, he will explore whether the slower carbon accumulation is due to a slow recovery of the native plant community or invasion by non-native plants.

Coauthors with Moreno-Mateos and Power are Francisco A. Comin of the Department of Conservation of Biodiversity and Ecosystem Restoration at the Pyrenean Institute of Ecology in Zaragoza, Spain; and Roxana Yockteng of the National Museum of Natural History in Paris, France. Moreno-Mateos recently accepted a position as the restoration fellow at Stanford University's Jasper Ridge Biological Preserve.

The work was supported by the Spanish Ministry for Innovation and Science, the Spanish Foundation for Science and Technology and the National Center for Earth Surface Dynamics of the U.S. National Science Foundation Science and Technology Center.

On the Evolution of Investing ? Matt Mullenweg

Essays

Today Y Combinator announced they are adding two new partners, Garry Tan and Aaron Iba. This is announcement is unique because it does not list their academic credentials, their previous investments, the boards of companies or non-profits they have sat on, how many years of experience they have, or any of the usual badges of honor investors parade in their biographies and Crunchbase profiles.

Instead we get accolades of ?rare individuals who can both design and program? and ?best hackers among the YC alumni.? Take note of this moment.

I was part of a dinner conversation the other night that included institutional and angel investors, entrepreneurs, and someone who was part of the YC program. The group circled with alarming intent on grilling the YC entrepreneur: ?How much time did you actually get with PG?? ?It?s a cult of personality.? ?The average quality of the companies has really dropped as they?ve broadened.? ?I can?t wait for this bubble to pop.? I believe it was mostly in jest ? few topics were spared that night ? but there was some truth in the defensive undertone.

The hackers and engineers of Y Combinator are doing what hackers and engineers do to any industry, they?re efficiently and ruthlessly disrupting the traditional model of venture capital and are going to destroy far more more wealth for their contemporaries than they create for themselves, as broadband did to entertainment, Craigslist did to newspapers, and Amazon did to traditional retailers. This is what outsiders, by definition, do.

The dark humor in this is that the same people who delight and celebrate investing in disrupting other industries are blind or in denial about it happening to their own.

The question then becomes if you?re an investor with a traditional LP model (and expectations), or a more financial background than an operational one, or an operational background more in management than in design or coding, what should you do to stay relevant through this shift?
