Under questioning, he repeated that when he saw her on TV the previous day, ?I didn't recognize the face. I didn't recognize the name, nor the voice.? But Bialek said she had spoken with Cain on Sept. 30 at a Tea Party event, and Amy Jacobson, a Chicago radio host who was there, confirmed this account. ?They were hugging,? Does Mitt Romney hold press conferences ?almost every day?? (The Ticket)

TAMPA, Fla. -- After a full day of being hounded by the media during a press conference-free swing across Florida on Tuesday, Republican presidential candidate Mitt Romney explained why he wasn't talking.

"Guys," Romney told reporters who shouted questions at him while he met with supporters, "we have press avails or press conferences almost every day, and that's when I answer the questions."

The reporters in the scrum exchanged glances. You do?

Later on, Emily Friedman of ABC News conducted a quick fact check and found Romney has held three press availabilities in the past three weeks:

Romney's last press conference was nearly a week ago on November 23 in Des Moines, Iowa.

The one before that?

November 19 in New Hampshire.

And a full week before that Romney held a press conference in Mauldin, S.C, on November 11. And in October, he held just three press availabilities total.

Romney did grant an interview with Fox News Tuesday morning before his speech near Miami, and some reporters took notice.

"Is there a particular reason you're only speaking to Fox News?" one videographer in Tampa shouted on Tuesday afternoon.

"Because it's the best!" a woman in the crowd of supporters yelled back.

Apple lets subscription-free iPhone tethering app into App Store (Digital Trends)

iPhone-AT&T-tethering-jailbreak

Skip your iPhone carrier?s expensive tethering plan ? Apple has (inexplicably) allowed a tethering app into the App Store. The app, iTether, lets users connect to the Internet on their laptop using their iPhone?s wireless connection.

At a cost of $14.99, iTether is one of the more expensive apps out there ??? but the cost is a fraction of what you???ll spend by subscribing to a tethering plan through your carrier. Verizon and AT&T both charge $20 a month for tethering, while Sprint???s tethering plan is a whopping $30 a month extra.

iTether works very simply: Download the app, then install the appropriate software on the computer you wish to tether. Available for both Mac and PC, the accompanying software can be downloaded from Tether.com. The website has been periodically inaccessible this morning, likely due to the massive flood of people trying to snag the software.

It appears highly likely that Apple will be forced to remove iTether from the App Store sometime soon, as all three iPhone carriers forbid the use of tethering without subscribing to their over-priced service. So if you want to give it a go, we suggest moving as quickly as possible.

Even if you are able to download iTether, it?s not entirely clear that you?ll get away with tethering your device. AT&T has reportedly been automatically upgrading users who they found were tethering their (jailbroken) iPhones to the DataPro plan, which adds an addition 2GB of data usage, as well as tethering, for $45 a month.

We haven?t had a chance to use iTether yet, but reviews have so far been mixed, with many users saying it works perfectly, while others have had difficulty getting the app to work. If you try iTether, let us know what you think of it in the comments.

Download iTether here (iTunes link).

Mexico arrests 3 in slaying of governor's guards (AP)

MONTERREY, Mexico ? Mexican authorities say they have arrested three members of the Zetas drug cartel who later confessed to the June slaying of bodyguards for the governor of the northern state of Nuevo Leon.

A federal prosecutor's aide says the men were captured during a traffic stop Saturday.

The aide spoke on condition of anonymity due to safety concerns.

The aide says the men confessed to killing two of Gov. Rodrigo Medina's guards in June; a guard for a town mayor last year, and three police officers in May.

The suspects were identified as 24-year-old Arturo Garcia Celaya, 25-year-old Jose Daniel Hernandez Guzman, and 34-year-old Nicolas Yepes Alvarez.

The aide says Garcia and Hernandez were fugitives following a prison escape last December.

'DWTS' champ Martinez invited to Pentagon

Defense Secretary Leon Panetta invited soldier-turned-actor J.R. Martinez, winner of this season's "Dancing with the Stars" competition, to meet him at the Pentagon, a spokesman said Friday.

During a 10-minute telephone call Friday, Panetta told the dance champion he demonstrated the strength and resilience of wounded veterans, Pentagon spokesman Capt. John Kirby said.

Marines to wind down Afghan combat in 2012

(AP Photo/Bob Burns)

(AP) ? U.S. Marines will march out of Afghanistan by the thousands next year, winding down combat in the Taliban heartland and testing the U.S. view that Afghan forces are capable of leading the fight against a battered but not yet beaten insurgency in the country's southwestern reaches, senior U.S. military officers say.

At the same time, U.S. reinforcements will be sent to eastern Afghanistan in a bid to reverse recent gains by insurgents targeting Kabul, the capital.

Gen. James F. Amos, commandant of the Marine Corps, said in an Associated Press interview that the number of Marines in Helmand province will drop "markedly" in 2012, and the role of those who stay will shift from countering the insurgency to training and advising the Afghan security forces.

The change suggests an early exit from Afghanistan for the Marine Corps, even as the prospects for solidifying their recent successes are uncertain.

"Am I OK with that? The answer is 'yes,'" Amos said. "We can't stay in Afghanistan forever."

He added: "Will it work? I don't know."

At stake is President Barack Obama's pledge to win in Afghanistan ? the war he touted during his 2008 presidential campaign as worth fighting, while pledging to get out of Iraq. Facing a stalemate in 2009, Obama ordered an extra 30,000 U.S. troops to Afghanistan ? including about 10,000 Marines to Helmand province ? on the belief that if the Taliban were to retake the government al-Qaida would soon return to the land from which it plotted the 9/11 attacks.

Also at stake are the sacrifices of the nearly 300 Marines killed in Afghanistan over the past three years.

Weighing against prolonging the conflict is its unsustainable cost and what author and former Defense Department official Bing West has called its "grinding inconclusiveness."

In a series of pep talks to Marines in Helmand this past week, Amos said the Marine mission in Afghanistan would end in the next 12 to 18 months. That is as much as two years before the December 2014 deadline, announced a year ago, for all U.S. and other foreign troops to leave the country.

"Savor being out here together," Amos told Marines on Thanksgiving at an outpost along the Helmand River called Fiddler's Green, "because it's going to be over" soon.

He was referring only to the Marines' role, which is limited mainly to Helmand, although there also are Marine special operations forces in western Afghanistan. The U.S. military efforts in Kandahar province and throughout the volatile eastern region are led by the Army, along with allied forces.

Helmand and neighboring Kandahar for the past two years have been the main focus of the U.S.-led effort to turn the tide against a resilient Taliban insurgency. In that period, the Taliban and other insurgent networks have grown bolder and more violent in Afghanistan's eastern provinces where they have the advantage of sanctuary across the border in Pakistan and where U.S. and NATO forces are spread more thinly than in the south.

During two days of visiting Marine outposts throughout Helmand this week, Amos touted progress against the Taliban and was told by Marine commanders that plans are well under way to close U.S. bases, ship war equipment home and prepare for a major drawdown of Marines beginning next summer. Amos declined to discuss the number of Marines expected to leave in 2012, but indications are that 10,000 or more may depart.

There are now about 19,400 Marines in Helmand, and that is due to fall to about 18,500 by the end of this year.

Marine Gen. John Allen, the top overall commander of U.S. and NATO forces in Afghanistan, was ordered by Obama last summer to pull out 10,000 U.S. forces by the end of this year and another 23,000 by the end of September 2012. That has driven the move to accelerate a transition to Afghan control.

Allen said in an interview Thursday that winding down the Marine combat mission in Helmand makes sense because security "has gotten so much better now." He said the pullout of 23,000 U.S. forces in 2012, including an unspecified number of Marines, likely will begin in the summer, which historically is the height of the fighting season in Afghanistan. Allen said Afghan security forces, often criticized for weak battlefield performance, desertion and a lack of will, are closer to being ready to assume lead responsibility for their nation's defense than many people believe.

"The Afghan national security forces are better than they thought they were, and they're better than we thought they were," Allen said.

That is why he thinks it's safe to lessen the Marine's combat role in Helmand, reduce their numbers and put the Afghans in charge.

That approach also allows Allen to build up elsewhere. He said that in 2012 he will put more U.S. forces in eastern Afghanistan, increase the number of U.S. special operations forces who are playing a key role in developing Afghan forces, and add intelligence, surveillance and reconnaissance resources. He said he plans to add "several battalions" of U.S. forces in the east. He gave no specific troop number, but a battalion usually totals about 750.

"I'm going to put a lot more forces and capabilities into the east," he said. "The east is going to need some additional forces because our intent is to expand the security zone around Kabul."

The top Marine in Helmand, Maj. Gen. John Toolan, said he is not convinced that 2012 is the best time to shift the focus to eastern Afghanistan, where the Haqqani network has taken credit for a series of spectacular attacks recently, including suicide bombings inside Kabul, the heavily secured capital. He said he believes the Taliban movement in southern Afghanistan is still the biggest threat to the viability of the central government.

Toolan said the Marines continue to make important progress against a Taliban whose leaders are showing signs of frustration and division.

"They're starting to break up," Toolan said. "There's still a lot to be done to see that these insurgents stay on their backs."

Stephen Biddle, a defense analyst at the Council on Foreign Relations and who recently visited U.S. forces in Afghanistan, said there is a risk to putting the Afghans in the lead role in Helmand as early as 2012.

"If you throw them into the deep end and put them in the lead in really tough neighborhoods you run the risk that they get their noses bloodied early in ways that could make it hard for them to recover because they lose confidence," Biddle said in an interview in Washington. On the other hand, if the U.S. and its allies wait until 2013 or 2014 to hand off to the Afghans in the most challenging areas, there would be less chance to bail them out.

"It's a dilemma with no obvious solution to it," he said.

(AP) ? The protesters whose tents line the lawn of Los Angeles City Hall made it clear that they received the eviction notice issued by Mayor Antonio Villaraigosa. Whether they'll heed it is much less certain.

With hours left before the Monday at 12:01 a.m. deadline the mayor and the police chief gave for Occupy LA, very few of the occupiers were packing, and many were instead were making plans for what to do when they stay.

Some handed out signs Saturday mocked up to look like the city's notices to vacate, advertising a Monday morning "eviction block party."

Dozens attended a teach-in on resistance tactics, including how stay safe in the face of rubber bullets, tear gas canisters and pepper spray.

Police gave few specifics about what tactics they would use if protesters ignored the deadline.

Chief Charlie Beck said at Friday's news conference that officers would definitely not be sweeping through the camp and arresting everyone just after midnight.

In an interview with the Los Angeles Times published Sunday, Beck said that despite the lack of confrontations in the camp's two-month run, he's realistic about what might happen.

"I have no illusions that everybody is going to leave," Beck said. "We anticipate that we will have to make arrests."

But he added, "We certainly will not be the first ones to apply force."

Villaraigosa announced Friday that despite his sympathy for the protesters' cause, it was time for the camp of nearly 500 tents to leave for the sake of public health and safety.

The mayor said the movement is at a "crossroads," and it must "move from holding a particular patch of park to spreading the message of economic justice."

But occupiers showed no signs of giving up the patch of park too easily.

Will Picard, who sat Saturday in a tent amid his artwork with a "notice of eviction" sign posted outside, said the main organizers and most occupiers he knows intend to stay.

"Their plan is to resist the closure of this encampment and if that means getting arrested so be it," Picard said. "I think they just want to make the police tear it down rather than tear it down themselves."

But some agreed with the mayor that the protest had run its course.

"I'm going," said Luke Hagerman, who sat looking sad and resigned in the tent he's stayed in for a month. "I wish we could have got more done."

Villaraigosa expressed pride that Los Angeles has lacked the tension, confrontation and violence seen at similar protests in other cities. But that peace was likely to get its biggest test on Monday.

Ue Daniels, 21, said as an artist he's "as nonviolent as they come" but he planned on resisting removal any way he could.

"I think we'll comply as far as putting our tents on the sidewalk maybe, that's something that's been going around."

But as far as leaving altogether?

"They would probably have to drag me away," he said.

(AP) ? Eight days after a sensational performance against the New York Jets, Denver linebacker Von Miller was fined Von Miller $25,000 for roughing the passer in that game.

The rookie pass-rusher was confused Friday about which hit got him in trouble. He said his letter from the league noted he was getting docked for hitting quarterback Mark Sanchez in the chest, although he suspected the fine was actually for a late hit in which he struck Sanchez in the back.

"The hit that has all the controversy was the one where I hit him in the back a couple of seconds late," Miller said. "On that play, my shoulder hit him in the back. I'm kind of foggy about which hit it was. I'm sure it's one of them.

"I'm not saying that I didn't commit a hit that I should be fined for, because I did get to him a couple of times, but that's part of the game now," Miller said. "It's all about player safety and I don't have anything to say about player safety. We've got to make adjustments to take the quarterback down in other ways."

It's Miller's second infraction this month. He also was fined $15,000 for hitting Raiders quarterback Carson Palmer in the chin three weeks ago.

Miller's was one of several fines the league handed down Friday.

San Francisco safety Dashon Goldson was fined $25,000 by the NFL on Friday for punching Arizona receiver Early Doucet in last Sunday's game. Doucet was fined $10,000 for unnecessary roughness when he struck Goldson in the helmet area. Goldson then threw his punches.

At the end of a play early in the fourth quarter, Goldson was down away from the ball when he got blindsided and slapped on the back of the helmet by Doucet. Goldson jumped up, confronted him and both began swinging wildly. Goldson then threw a series of punches to Doucet's facemask and received a 15-yard personal foul penalty before being ejected.

Seattle safety Kam Chancellor was fined $40,000 for unnecessary roughness against Rams tight end Lance Kendricks. The previous week, Chancellor was docked $20,000 for a helmet-to-helmet hit against Baltimore wide receiver Anquan Boldin.

Philadelphia receiver-kick returner DeSean Jackson was fined $10,000 for unsportsmanlike conduct; he flipped the ball toward Giants defensive coordinator Perry Fewell after a 50-yard reception.

"When that incident happened I just thought that it was a hotly contested game at that moment and I just thought he made an error in judgment," Fewell said. "He was just excited about the catch and I think he probably just did it by mistake. I don't think he did anything intentionally.

"It shocked me. I was surprised by it, but it wasn't about me and it wasn't about him at that time."

Eagles DT Trevor Laws was fined $7,500 for unnecessary roughness; he struck Giants QB Eli Manning late and away from the play after an Eagles interception.

Miami's Tyrone Culver was fined $20,000 for unnecessary roughness for striking a defenseless player, Buffalo receiver Stevie Johnson, in the head and neck area.

Miller, the second overall draft pick had his best game yet in the Broncos' 17-13 win over the Jets, making 10 tackles, nine solo, three tackles for loss, 1? sacks, a forced fumble and a pass breakup.

Now he's got a $25,000 fine to go with it.

"I mean, it stings, but it really doesn't hurt that much, because I play the game for my teammates," Miller said.

And some of those teammates were bemused by Miller's latest run-in with the league's disciplinarians.

"The league is so touchy-feely what we can and cannot do running full-speed, so there's no use in me sitting here and going on a tantrum on what we can and can't do," safety Brian Dawkins said. "We just have to go out and play full-speed and whatever happens, happens."

Miller said that while he'll try to adjust his tackling technique, he won't be holding back.

"I'm definitely going to keep playing with fanatical effort and relentless pursuit to the ball," he said. "As far as hits ... I've just got to make those adjustments so I don't get fined."

Detroit Lions v Miami DolphinsGetty Images

Criticism of Lions defensive tackle Ndamukong Suh is coming from all corners, including a college teammate of Suh?s who says it?s time for a suspension.

Jets guard Matt Slauson, who played with Suh at Nebraska, told Bart Hubbuch of the New York Post that the NFL should suspend Suh because fines haven?t curtailed his on-field misbehavior and, Slauson says, ?he?s out of control.?

?Somebody needs to get him under control, because he?s trying to hurt people,? Slauson said. ?It?s one thing to be an incredibly physical player and a tenacious player, but it?s another thing to set out to end that guy?s career.?

Suh and Slauson lined up against each other in practice, and Nebraska practices frequently featured problems related to Suh?s temper getting the best of him, Slauson told Hubbuch.

Although Suh was one of the best defensive tackles in college football history ? being named Associated Press College Football Player of the Year and winning the Bronko Nagurski Trophy, Chuck Bednarik Award, Lombardi Award and Outland Trophy in addition to being a finalist for the Heisman Trophy ? Slauson says his teammates didn?t like him. And he says people at Nebraska like Suh even less now that he?s making the football program look bad with his tactics in the NFL, including stepping on an opponent on Thanksgiving, resulting in an ejection.

This isn?t the first time Slauson has indicated he didn?t particularly enjoy being Suh?s teammate. Asked about the then-rookie for the Lions a year ago, Slauson said, ?I wouldn?t say me and Suh were best friends. There were times we got in fights during spring ball, during camp. Emotions go, you get tired and Suh just happened to be the guy I was going against.?

It seems that pretty much everyone is fed up with Suh right now. The next question is whether Roger Goodell is so fed up that Suh is suspended.

NPD: HP nabs spot as number two tablet maker... for the moment

You hear that Samsung? HP's number two. For now at least. The PC maker, which snuffed out its line of webOS devices not all that long ago, managed to grab the number two spot in the tablet race between January and October, according to analyst group, NPD. The news comes thanks in part, no doubt, to the bargain basement pricing on its discontinued TouchPad. According to NPD, the time frame saw the sale of more than 1.2 million non-iPad tablets. Apparently 76 percent of those who bought such devices didn't even consider picking up Apple's industry leading slate.

Bering Sea Storm: Where did Alaska's 'epic' storm come from?

Bering Sea Storm: The National Weather Service warns that the storm of 'epic magnitude' that is making its way toward northwestern Alaska could be the biggest the state has seen ?in 40 years. ?

An extremely dangerous storm is slicing toward northwestern Alaska and is expected to bring blizzard conditions and hurricane-strength winds to the state's west coast. The storm, which formed from a mix of air masses over an area of ocean prone to spinning up strong storms,?could be bigger than anything ever seen in the 49th state, the National Weather Service warned.

This morning (Nov. 8) the storm was about 600 miles (965 kilometers) southwest of St. Lawrence Island in the Bering Sea. According to the forecast from the NWS office in Fairbanks, Alaska, it was to sweep into Russia's Chukotsk Peninsula tonight and move into the northwestern?Chukchi Sea.

"This will be extremely dangerous and life-threatening storm of an epic magnitude rarely experienced," read a statement from the NWS. "All people in the area should take precautions to safeguard their lives and property."

The storm could be one of the most severe Bering Sea storms in nearly 40 years. The strong winds are expected up and down the entire west coast of the state. [Related:?Hurricanes from Above: See Nature's Biggest Storms]

"Something that's kind of unusual in this case is that all of our computer models were in agreement of this being an extremely strong storm," said Jim Brader, a meteorologist at the Fairbanks NWS office.

How it formed

The storm is the product of warm air in the Pacific Ocean tapping into the cold air off Siberia, picking up speed in a jet stream near there and then intensifying as it moved into the Bering Sea? ?? "a place where storms typically intensify," Brader told OurAmazingPlanet.

The?weird storm?has an unusually long fetch length, which is the length of the wind blowing in a single direction over water. In this case it's maybe 1,000 miles (1,600 km), Brader said.

To envision what a long fetch length will do, think about blowing wind with your mouth over a bowl of water; the water piles up at the opposite end. The same thing happens over the ocean. The stronger and longer the fetch length, the bigger the waves it will create.

The winds from the current storm will push high waves ashore and create widespread coastal flooding and severe erosion of the coastline, the NWS warns. Sea levels could rise as much as 10 feet (3 meters) above normal in the Norton Sound and along the Bering Strait coast.

Alaska in the bull's-eye

Wind speeds are expected to reach?hurricane strength?? 75 mph (120 kph) ? with gusts up to 100 mph (160 kph) across the Bering Strait coast and St. Lawrence Island. That's bad news from a winter storm.

"Cold air impacts the water more and can push the momentum of the wind into the water more," Brader said.

In the storm's bull's-eye are some of the harshest inhabited areas of Alaska. Severe flooding and winds are predicted to strike areas already hit hard by coastal erosion, reported the?Climate Central blog.

Kivalina Island, a barrier island home to about 400 people, is perhaps 5 feet (1.5 m) above sea level. "It doesn't take a lot to wash waves into where people are," Brader said.

The storm could be similar to a 1974 Alaska storm, but sea ice is lower in today's warmer world, providing no protection along the coast, according to the NWS. Some areas in the north do have some winter sea ice, and it could become a hazard if pushed ashore, Brader said.

Ravens hold off Bengals, take over first place

Flacco throws 2 TD passes, Baltimore defense stymies Cincy at 7-yard line to end it

Ravens wide receiver Anquan Boldin dives into the end zone for a touchdown in the second quarter.

By DAVID GINSBURG

updated 5:01 p.m. ET Nov. 20, 2011

BALTIMORE - Playing without middle linebacker Ray Lewis for the first time in 58 games, the Baltimore Ravens turned to their offense in an important AFC North showdown against the Cincinnati Bengals.

Joe Flacco and Torrey Smith did their part, and with help from a favorable replay call, the Ravens squeezed out a 31-24 victory Sunday.

Flacco threw for 270 yards and two touchdowns, Smith had six catches for 165 yards, and Baltimore (7-3) moved into first place in the AFC North with a nerve-racking victory.

Lewis watched from the sideline after being placed on the inactive list with a toe injury. The Ravens' spiritual leader and leading tackler watched his unit turn in a game-saving goal-line stand in the final minute.

Down 31-24, Cincinnati reached the Baltimore 7 before Terrell Suggs collared rookie quarterback Andy Dalton, who was called for intentional grounding. On fourth down, Dalton was sacked by Pernell McPhee.

The Bengals (6-4) needed seven points because on the previous series, an apparent 9-yard touchdown pass from Dalton to Jermaine Gresham was overturned by a replay that determined the receiver didn't hold onto the ball at the end of a juggling catch. The Bengals settled for a field goal with 5:32 remaining.

Baltimore is locked in a first-place tie with Pittsburgh in the AFC North, but the Ravens own the tiebreaker by virtue of their two wins over the Steelers.

Dalton went 24 for 45 for 373 yards and a touchdown, but he was intercepted three times. Cincinnati was without standout rookie wide receiver A.J. Green, who hurt his right knee a week earlier in a loss to Pittsburgh.

Baltimore took a 24-14 lead on a 2-yard run by Ray Rice late in the third quarter. The score came after Ravens rookie cornerback Jimmy Smith picked off a pass and returned it 16 yards before fumbling. The loose ball was recovered at the Bengals 2 by teammate Brendon Ayanbadejo in a pile that included referee Ron Winter.

Cincinnati's next possession ended with an interception by Lardarius Webb. On the next play, Torrey Smith split the Bengals' two-deep zone and caught a 38-yard touchdown pass in the back of the end zone to make it 31-14 early in the fourth quarter.

The Bengals responded with a five-play, 80-yard drive capped by a 49-yard touchdown pass from Dalton to Andre Caldwell, who slipped behind Jimmy Smith down the right sideline.

But the Ravens held on. Rice finished with 104 yards rushing and two touchdowns, and Flacco completed 17 of 27 passes.

The Bengals punted six times in the first half, two short of their season high for an entire game. Cincinnati's offense managed only 143 yards before halftime, 47 of those on one play.

On the Bengals' second possession, wide receiver Andrew Hawkins made a juggling catch for a 47-yard gain to set up a 7-yard touchdown run by Cedric Benson.

The Ravens didn't get past midfield until early in the second quarter, following a 15-yard punt by Kevin Huber. Starting at its 45, Baltimore picked up a first down before Flacco tossed a short pass to Anquan Boldin, who ran the final 20 yards for a 35-yard touchdown.

Late in the half, Torrey Smith was pulled down by his long dreadlocks at the end of a 28-yard gain. Two plays later, Flacco threw an interception.

Congress' OK of big spending bill shows GOP split (AP)

WASHINGTON ? Congress has sent President Barack Obama a bipartisan spending bill that averts a federal shutdown, but widespread Republican defections underscore rifts between the party's conservatives and pragmatists.

The legislation, passed Thursday, will keep all federal agencies functioning through Dec. 16, giving lawmakers more time to complete their tardy budget work.

The bill also finances five Cabinet-level agencies through the rest of the government's budget year, which runs through next September. Lawmakers still have to write nine of the 12 annual spending bills for the fiscal year that started Oct. 1, covering giant agencies like the Pentagon and the Health and Human Services Department.

But Thursday's votes highlighted the problems the party will have winning support for those bills, and deeper GOP divisions that extend to taxes and deficit reduction.

The compromise bill cleared Congress easily. Senate passage was by 70-30 and House approval was 298-121, with nearly all Democrats in both chambers supporting the measure.

Among Republicans, it was far different. GOP senators tilted against the legislation 30-17, while House Republicans backed it by a narrow 133-101 margin.

"We need real cuts, not minuscule cuts and certainly not increases," said Sen. Jeff Sessions, R-Ala., who voted against passage.

Because Republicans knew that Democratic support for the legislation was solid, many of them may have felt free to vote against the spending bill, knowing their vote would not cause the government to shut its doors. Lawmakers were not eager to force a shutdown that would have further sullied Congress' rock-bottom popularity with voters.

Even so, the vote seemed to echo GOP splits that have arisen over the work of Congress' bipartisan supercommittee, which is flailing in its attempt to agree to $1.2 trillion in 10-year deficit cuts by a deadline Wednesday.

As the price of a deal with Democrats, some Republicans on the supercommittee have floated a plan that would increase taxes by nearly $300 billion over the decade while revamping the tax code. But that has stoked anger by many others in the GOP who say it would be blasphemy for the party to abandon its core stance against boosting revenue.

With next year's presidential and congressional elections coming into view, that is only intensifying pressure on Republicans to take what they think will be a winning position on tax and spending issues.

Supporters of the spending bill like House Appropriations Committee Chairman Harold Rogers, R-Ky., said the measure stuck by a compromise that Republicans and Obama reached last summer to limit this year's agency spending to just over $1 trillion ? an amount that is $7 billion below last year's levels.

The bill will "help put our budget and our economy on track," Rogers said during Thursday's debate.

But opponents said the bill still overspent. Conservatives also opposed language expanding the size of mortgages that can be insured by the Federal Housing Administration, a provision they said would expose taxpayers to more risk as homebuyers default.

"We have a moral obligation to not lay additional burdens on our posterity," Rep. Scott Garrett, R-N.J., said.

The bill would provide $182 billion to finance the departments of Housing and Urban Development, Transportation, Agriculture, Commerce and Justice, and many smaller agencies.

Liberals were upset that the bill blocks Obama administration efforts to prod schools to offer students healthier lunches. That includes forcing the government to continue considering the tomato paste on pizzas a vegetable, a provision that was heavily lobbied by many food concerns.

Democrats were happy that the measure included more money than Republicans wanted for providing food to poor women, children and older people; helping communities hire police officers; operating federal prisons; financing the National Science Foundation; and for highway and transit programs.

GOP leaders told their rank-and-file that the bill would eliminate 20 federal programs. All were relatively small, including a $35 million Agriculture Department healthy food initiative and a $12 million National Science Foundation underground science lab.

They also noted that the bill provided none of the $8 billion Obama requested for building high-speed rail lines and none of the $322 million the president sought to establish a climate change office in the National Oceanic and Atmospheric Administration.

Obama's request for an additional $308 million for the Commodity Futures Trading Commission, which is responsible for implementing much of last year's financial regulatory law, was cut to $205 million. Reductions were also included for NASA.

New revolutionary material can be worked like glass

ScienceDaily (Nov. 18, 2011) ? A common feature of sailboards, aircraft and electronic circuits is that they all contain resins used for their lightness, strength and resistance. However, once cured, these resins can no longer be reshaped. Only certain inorganic compounds, including glass, offered this possibility until now. Combining such properties in a single material seemed impossible until a team led by Ludwik Leibler, CNRS researcher at the Laboratoire "Mati?re Molle et Chimie" (CNRS/ESPCI ParisTech), developed a new class of compounds capable of this remarkable feat. Repairable and recyclable, this novel material can be shaped at will and in a reversible manner at high temperature.

And, quite surprisingly, it also retains certain properties specific to organic resins and rubbers: it is light, insoluble and difficult to break. Inexpensive and easy to produce, this material could be used in numerous industrial applications, particularly in the automobile, aeronautics, building, electronics and leisure sectors. This work is published on 18 November 2011 in Science.

Replacing metals by lighter but just as efficient materials is a necessity for numerous industries, such as aeronautics, car manufacturing, building, electronics and sports industry. Due to their exceptional mechanical strength and thermal and chemical resistance, composite materials based on thermosetting resins are currently the most suitable. However, such resins must be cured in situ, using from the outset the definitive shape of the part to be produced. In fact, once these resins have hardened, welding and repair become impossible. In addition, even when hot, it is impossible to reshape parts in the manner of a blacksmith or glassmaker.

This is because glass (inorganic silica) is a unique material: once heated, it changes from a solid to a liquid state in a very progressive manner (glass transition), which means it can be shaped as required without using molds. Conceiving highly resistant materials that can be repaired and are infinitely malleable, like glass, is a real challenge both in economic and ecological terms. It requires a material that is capable of flowing when hot, while being insoluble and neither as brittle nor as "heavy" as glass.

From ingredients that are currently available and used in industry (epoxy resins, hardeners, catalysts, etc.), researchers from the Laboratoire "Mati?re Molle et Chimie" (CNRS/ESPCI ParisTech) developed a novel organic material made of a molecular network with original properties: under the action of heat, this network is capable of reorganizing itself without altering the number of cross-links between its atoms. This novel material goes from the liquid to the solid state or vice versa, just like glass. Until now, only silica and some inorganic compounds were known to show this type of behavior. The material thus acts like purely organic silica. It is insoluble even when heated above its glass transition temperature.

Remarkably, at room temperature, it resembles either hard or soft elastic solids, depending on the chosen composition. In both cases, it has the same characteristics as thermosetting resins and rubbers currently used in industry, namely lightness, resistance and insolubility. Most importantly, it has a significant advantage over the latter as it is reshapeable at will and can be repaired and recycled under the action of heat. This property means it can undergo transformations using methods that cannot be envisaged either for thermosetting resins or for conventional plastic materials. In particular, it makes it possible to produce shapes that are difficult or even impossible to obtain by molding or for which making a mold is too expensive for the envisaged purpose.

Used as the basis of composites, this new material could therefore favorably compete with metals and find extensive applications in sectors as diverse as electronics, car manufacturing, construction, aeronautics or printing. In addition to these applications, these results shed unexpected light on a fundamental problem: the physics of glass transition.
